Pay a bill
Utility billing and property taxes are the two payments most residents make to the Village. This page is the shape those two journeys should take. The payment details themselves are left blank, because getting a payment instruction wrong is worse than not publishing one.
Before you use anything on this page
This is an unofficial design concept, not a Village service. No payment method here has been confirmed with the Village, and nothing on this page can take a payment. To pay a real bill, call the Village Office on 250-626-3995 or email admin@masset.ca.
Utility bill
Water, sewer and solid waste are billed by the Village. A resident arriving here wants three things in order: how much, by when, and how do I pay it.
-
Step 1
Find your account number
It is printed on the notice the Village sends. Every payment method needs it.
To be confirmed
Where the account number appears on a Masset utility notice, and what to do if you cannot find your notice.
-
Step 2
Choose how to pay
Each option below gets its own block, with the exact steps written out. On a real build these are filled in by the office, once, and never touched again unless something changes.
To be confirmed
Online or telephone banking — which banks list the Village of Masset as a payee, and under exactly what name.
To be confirmed
In person at the Village Office — whether payment is taken at the counter, and which methods are accepted.
To be confirmed
By mail — the cheque payee name and where to send it.
To be confirmed
Pre-authorised withdrawal — whether the Village offers it and how to sign up.
-
Step 3
Pay before the due date
The due date and any late penalty are the two facts people most often come looking for, so they belong at the top of the page in large type rather than in a PDF.
To be confirmed
Utility billing periods and due dates.
To be confirmed
What happens if a payment is late — penalty, interest, or arrears process.
Property taxes
Property taxation runs on an annual cycle with one hard deadline, which makes it the single most time-sensitive page on any municipal website. It should be findable in one tap from the front door for the six weeks either side of the due date.
The due date, in the largest type on the page
Not in a sidebar, not in a downloadable notice. One date, one line, legible on a phone held at arm's length.
To be confirmed
This year's property tax due date.
Home owner grant
The home owner grant is a provincial programme and is claimed from the Province, not from the municipality — but it has to be claimed every year, and people reasonably start looking for it on the Village's site. A clear pointer belongs here.
To be confirmed
The Village's own wording on the home owner grant, and the link it wants to send residents to.
Tax rates and how they are set
The annual tax rate is adopted by council in a bylaw, which ties this page back to the meeting record.
To be confirmed
The current tax rate bylaw and the year it applies to.
Deferring taxes
Provincial deferment programmes exist for some owners. Whether and how the Village points people at them is the Village's call.
To be confirmed
Whether the Village wants a tax deferment section, and what it should say.
Ask about a bill
Billing questions go to the Village Office. The Village publishes a Chief Financial Officer and a Financial Assistant on staff; this concept lists the roles rather than the people, so the page does not go out of date the moment somebody changes job.
